Thomas Gao

Thomas Gao is a senior public policy professional and qualified chemical engineer specialising in sustainable energy, advanced manufacturing, and the decarbonisation transition. In his role as Senior Manager with NSW Chief Scientist & Engineer, Thomas provides strategic leadership across energy market analysis, technology evaluation, and innovation programs that support the future resilience of the NSW energy system and net zero transition.

In addition to his public-sector role, Thomas serves as an expert panel member for the NSW Decarbonisation Innovation Hub and an industry advisory board member for the University of NSW. He has authored multiple reports on decarbonisation, energy innovation, and Power-to-X opportunities. His work focuses on building innovation ecosystems, strengthening sovereign capability in renewable fuels and clean manufacturing, and connecting government, industry and research to accelerate commercialisation. Thomas has extensive experience in techno-economic analysis, energy system policy, and innovation program design.
